This has happened to me a number of times and with several different versions of Photoshop. At this point, I am able to recall that the issues has to do with a corrupt setting file, but I tend to forget and have to search for the ways to fix that. So here is the scoop:
- 1. Close Photoshop (if it's not responding, you many need to kill it via Task Manager)
- 2. Locate 'Adobe Photoshop CS* Prefs.psp' file (This typically resides in the "Documents and Settings" directory for your user - i.e. "C:\Documents and Settings\YOURUSERNAME\Application Data\Adobe\Photoshop\8.0\Adobe Photoshop CS Settings\" - version may vary 8.0 vs. 9.0 etc.)
- 3. Delete this file. It will be re-built when Photoshop starts next time. You can always save a backup version by renaming the file, but in my experience this is typically just a waste of space.
